Cecil was born in 1889 the son of Cecil Morton Ingram and Elizabeth Letitia Ingram (née Wakley). Cecil Morton and Elizabeth Letitia were married in 1888 in the Basford Registration District. In 1891 Cecil lived with his mother at the home of her parents in Carrington Nottingham. Around 1898, Elizabeth married Robert Guy Clark a farm foreman. In 1911 they lived at Radcliffe on Trent.
Cecil enlisted in Sheffield and served with the 12th battalion (Sheffield Pals ) York and Lancaster Regiment. He was killed in action during the attack on the heavily fortified village of Serre on the first day of the Battle of the Somme which virtually destroyed the Pals. There were approximately five hundred casualties with 246 killed and twelve who later died of their wounds.
