Leonard George Lewis Webb was born in 1892. Although brought up as the son of Miles and Emma Jane (née Wood) Webb, he was actually their grandson, the son of their daughter, Rosetta Bertha Webb. He was the brother of Eva, John, Esther, Mabel and Albert Webb. In 1901, the family lived at 10, Bancroft Street, Bulwell, Nottingham. In 1911, Leonard lived at 23, Dene Street, Shotton Colliery, Durham with James Dryden Allison a coal miner and his family. In 1913, Leonard married Hannah Elizabeth Woodward (b.1893, Bulwell), the daughter of a coal miner. Their daughter, Ada May Webb was born later that year followed by Leonard Webb.
