He was the son of John and Lucy Parnell and the brother of Martha Alice, Leah and Edith Marion Parnell. In 1911 they lived at 3 Westminster Villas Westminster Street St Ann's Nottingham. He was the husband of Lucy (née Rigley) Parnell and the father of John Parnell. Lucy married William Sudworth in 1923 and they lived at Bobbers Mill Nottingham.
