Leslie Arthur was the son of Thomas a sign writer and house decorator and Jane Ann Billinton of 20, Granville Road Harrogate Yorkshire. He had a brother John Leonard born in 1907. In 1901 he was living with his widowed grandmother Sarah Billin(g)ton at Crab Lane at Harrogate and his mother Jane A. In 1911 they lived at 6 Strawberry Dale Avenue Harrogate. (He served as Pannett).

Military History

During his military career he served with the name Joseph Pannett (possibly because of his age). He was resident in Newark (United States of America) when he enlisted in London.
