He was the son of Frank and Sarah Ann Mumford of Ilkeston Junction, Nottinghamshire. James Mumford and Avis Preston were married in 1937 and they were to have two sons - James and Dale. They lived at Ilkeston Junction.

In December 1940, the Royal Marine Siege Regiment manned heavy cross-Channel artillery batteries in Kent, England, engaging in long-range duels with German forces across the Strait of Dover during the height of the cross-Channel bombardment.
They manned the massive 14-inch BL Mk VII coastal guns named Winnie and Pooh installed near St Margaret's at Cliffe.Operated heavy 13.5-inch railway guns (Sceneshifter, Piecemaker, and Gladiator) assigned to strategic coastal defense.
Exchanged counter-battery fire with German heavy long-range guns positioned along the occupied French coast in the Pas de Calais area.
Organization and StatusCommanded by Lieutenant Colonel H.D. (David) Fellowes.Officially designated and commissioned as one of H.M. Ships, allowing personnel certain naval privileges such as duty-free tobacco.
