He was the son of Hugh and Lily Flanagan and the brother of Jessie Flanagan. In 1921, they lived at 63, Denman Street, Radford, Nottingham. He was the husband of Nellie Flanagan. In 1939, she lived with her mother and brother at 115, Denison Street, Radford, Nottingham.

Suicide. Flanagan burst into an orderly room one Friday armed with a revolver, of which, according to a duty corporal, he had forcibly obtained possession.
Then he fired at Sergeant Christopher Thompson, afterward committing suicide.
It was stated that Flanagan had been drinking. A verdict of 'suicide while the balance of the mind was disturbed owing to taking excessive alcohol,' was recorded.
