He was the son of Thomas Clive Garner MM and Dora Lydia Garner and the brother of Philip Garner. They lived atb 8, Overdale Road, Nottingham in 1939 and later at Nuthall, Nottinghamshire.
The 1st Battalion, Royal Scots Fusiliers spent February 1945 deployed in the Burma Campaign, serving under the 29th Infantry Brigade. Following their operations at Pinwe and Pinbaw, they were heavily involved in the Allied advance through Northern and Central Burma toward Mandalay, countering retreating Japanese forces.

Lieutenant Thomas Clive Garner, MM, served with distinction during World War I, transitioning from the ranks to become a commissioned officer. He initially served as a Private (Service Number 17727) in the Wiltshire Regiment.The Military Medal (MM) was awarded the Military Medal for bravery in the field while serving in the ranks. He later earned an emergency commission, rising to the rank of Lieutenant in the Worcestershire Regiment
