Son of Robert and Elizabeth Froom of Berkshire.
Robert was a farmer and had a very large family, about 14children, 7 with his first wife and 7 with Nelson's mother whom he married in 1893.
After Robert's death Elizabeth ran a boarding house in Exmouth.
Nelson married Winired Rose Tuckett in Devon in 1928. She married twice more after Nelson's death, Arthur Atkinson on 1941 and Sidney Turner in 1957
HMS President 111 was based at Bristol from 28th August 1939 and its was the training base for Defensively Equipped Merchant Ships. These would have been ships and trawlers seconded to the Royal Navy to help with various roles, such has mine laying and convoy escort.
I can find no link to Mansfield other than CWGC states Winifred Rose Froom of Mansfield. She had been born in Exeter so persumably at the time of Nelson's death she was living in Mansfield.
